Delegates Householder and Capito moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Committee Substitute for Senate Bill No. 486 – “A BILL to amend and reenact §5-10-2 and §5-10-24 of the Code of West Virginia, 1931, as amended, all relating to the Public Employees Retirement System; allowing retirees in the Public Employees Retirement System to designate an irrevocable special needs trust as beneficiary; defining terms; including a deliberate act as employer error; updating required beginning date to conform with federal law; and providing for substitution of irrevocable special needs trust as beneficiary post retirement in certain circumstances.”
